The Nevada County Consolidated Fire District is an independent political entity; it is not a part of Nevada County.  As such it has the legal right and ability to conduct its own elections in compliance with the laws of California.  In this light it is no different from any city or other political entity.  It would have been very helpful if the Nevada County Elections Office had helped manage this election, but misunderstandings resulted in NCCFD seeking help elsewhere.
