Request for Proposal (RFP) - Increase to Current Special Benefit Assessment
Nevada County Consolidated Fire District (“NCC Fire” or “the District”) is requesting proposals from qualified firms to assist with the development and implementation of an increase to the District’s existing engineered special benefit assessment, which was approved in 2004. The proposed increase is intended to provide sustainable funding to increase emergency response staffing from 2-0 to 3-0 personnel on staffed engines and expand the District’s fire prevention capabilities. NCC Fire serves approximately 37,000 residents across 160 square miles and protects more than 15,000 homes, on over 19,000 parcels, including communities within Very High Fire Hazard Severity Zones. Increased staffing is critical to improving firefighter and public safety, strengthening emergency response, and ensuring the District can effectively mitigate incidents and maintain adequate coverage.
The District is seeking a consultant with demonstrated experience in engineered special benefit assessments, Proposition 218 compliance, benefit analysis, public outreach, and assessment implementation. The selected firm will work with District staff and the Board of Directors to evaluate the existing assessment, develop appropriate assessment methodologies and funding scenarios, prepare the necessary technical documentation, and assist with public outreach and implementation. The District’s goal is to establish a fair, defensible, and sustainable funding mechanism that reflects the special benefits provided to properties through enhanced fire protection, emergency response, and fire prevention services.
Proposals are requested by September 25, 2026, with the goal of initiating the project on or about December 1, 2026, subject to Board approval and completion of all required statutory processes.
